Our Team

Marcus Wu

Marcus is a practicing attorney and nationally recognized authority on public agency payroll and benefit compliance. Known for his clear and practical guidance, Marcus has spent decades advising cities, counties, and special districts. His expertise includes:

  • Retirement plan compliance: 401(a), 457(b), 403(b)

Stephanie Lowe

Stephanie Lowe is an Associate at Liebert Cassidy Whitmore. Stephanie provides representation and legal counsel to public entities and educational institutions in matters pertaining to employment law, labor law, and education.  Stephanie’s practice includes advising clients on employment policies and providing litigation and arbitration support in a multitude of employment-related matters, including hiring, discipline, discrimination, disability, harassment, and retaliation.  Stephanie has extensive experience advising employers throughout the state on the Affordable Care Act, California’s Paid Sick Leave law, California’s Kin Care Leave, Family and Medical Leave Act, and California Family Rights Act. Stephanie has an extensive wage and hour practice and litigates wage and hour disputes.

Stephanie graduated magna cum laude from the University of California, Los Angeles and received her J.D. from the University of California, Hastings College of the Law.  During law school, Stephanie was a Senior Articles Editor of the Hasting Women’s Law Journal and worked as a law clerk in Liebert Cassidy Whitmore’s San Francisco office.  She also studied abroad at Bucerius Law School in Hamburg, Germany.

Bill Morgan

Bill Morgan specializes in Education and Training on Accounting and Tax Issues of California Local Governments. He earned his Bachelor of Science in Accounting from the University of Southern California in 1968.

 

Now retired, Bill has decades of experience advising governmental agencies. After becoming a CPA in 1970, Bill served as Principal with White Nelson Diehl Evans LLP and worked with Arthur Young & Company (now Ernst & Young). Bill's practice encompassed a wide breadth of accounting and tax-related issues, including serving as Forensic Accountant specializing in expert witness testimony, litigation support, and fraud investigations. He is the original author of the Government Tax Manual and was the primary author on the 1990-2017 editions. Since 1990, Bill has presented at the annual Government Tax Seminars.
